There are many generic forms of advertising a new website mentioned above but it really depends on the niche you are targetting to get the best possible advertisements and ROI to your site!
1. Blogging - post often and unique articles 2. Social media sites (if you have content worth to bookmark) 3. Forums (niche forums are also great) If you put some effort, you'll get traffic very soon.

Content is the most important thing I have discovered. Unique content will rank your site top on google search engine which will drive plenty of free visitors. Next is most of what these guys have already stated.
Try doing some SEO works like article and link submission, forum posting, social bookmarking and commenting on blogs.
All of the above suggestions work well. But I think the best strategy is to use a mixture of each of the mentioned mainly because each have some pros and cons. Things such as link building and article marketing take a longer time but once in place can bring substantial natural traffic for a long time as long as the topics remain relevant. But if you want instant traffic things such as ADnetworks will bring you relevant traffic immediately. The cons for that of course is to keep the traffic coming you must continue to spend money. At the very initial stages you will be relying more on PPC and Advertising but if you have a good link building and article strategy in place eventually that traffic will surpass and suffice.

The key to more traffic to a site is promotion. Promote the site as much as you can, in sig links, on forums, in blog comments, by exchanging links, by offering something on the site and promoting it on other forums etc. Also go for paid advertising if you have the budget.
Write good content + Submit to social bookmarking sites ==> traffic Buy links / blog posts on related sites.
It also depends on the budget. If you have no money, the strategy is one (tiresome and time taking), if you have money, you can buy anything, even traffic.
