I'm living in a non-supported country. My question: 1. I'm living in Cambodia and I'm Cambodian citizen. Can I sign up an account by using a supported country (Not Cambodia)?
What about I ask my friend in Thailand (supported Country) to register my account for me, then Paypal will locate my IP as Thailand. Then How can Paypal banned me if I use a reason I travel to Cambodia for bussiness for long time???
Unfortunately it doesn't work that way. Paypal do it anytime they want, just when they see any suspicous activities. They will limit and froze your account and you have to appeal them to undone it, there's no guarantee that they'll accept your reasons. One example, checking IP from different countries. If you create an account make sure your IP came from the same area/country all of the time to avoid rising the red flag. This way is safer, keep accessing from country A all of the time even if you register the account as country B. And still many other things there i believe.

I'm a citizen living in Cambodia (a country that paypal allow only to send money, not receiving, not withdrawing). I have an idea. I will ask my friend to register an account for me from Thailand (a full supported country), using his living address, but my name. So that, paypal will record me as a Thailand user also IP address from thailand. I will continues ask him to verify the account until completely verified. After that i will use it's all functions in my country cambodia , Like i go to work abroad. Anyone have experiences, please tell me if it will work or not?
you can be banned forever my country is in the same situation, I use another service to receive money....not the best one, but it's ok for me
You're changing IP from thailand to cambodia. It surely will rise the red flag. It's safer (but no guarantee) if you create the account from where you're and you are the only one who will ever logged in to your account, you're friend can provide necessary information but you're the one who logged in and fill them in. Accessing the account from different country is a big no. Second option is to use proxy but risky.
