the directory seems to be new one, coz lots of empty categories in it, but it shows much promises, i wish you good luck with it
it was new and it was not, it was set-up together with the domain itself, just it wan not open to submission because of script problem or rather host problem, thus if you see the directory, internal pages have already a PR, the main directory was PR3 before and on the last update it was PR4. It was new because it was opened for submission, old because, was set-up prior.
