Why hasn't this been peanalized?

    Ok so I've just been browsing around the Internet doing the usual like people do and I come across this monstrosity, my question is why the heck hasn't it been booted out of Google?

    I've put an additional space in to avoid an additional backlink being given. Can anyone explain why this mess is doing so well.. I might as well just practice full on spamming they seem to be getting more success. ;)

    google is going to pulverize them once they see it! haha Im scared to click anywhere on the site, I think just looking at the site their adsense makes money hahaha

    Every case is not covered by Google algo and it cannot be covered too ... so being a helpful person you need to report it ;)

    It seems to me that Google bans some sites quick and some sites they allow to run for a long time. I am beginning to think that they wait till right before it is time for a payout then they ban them. That a way, Google still collects their advertising money but does not have to share it. I reported a site over a month ago that was worse than this one and it is still up and has not changed anything.

    I found something out:
    If your web site makes a lot of money for Google, then Google will close the eyes when you have something against rules on your site. But if you make few dollars for Google and you do something wrong you will be penalized immediately.

    What do you think?

    This Web Site dealofday.com is one of the Networks from Joel Comm. I heard he makes few thousand of Dollars every month and if he does something against rules, I think Google would close his eyes.
    If I put this yellow Arrow like him but 1 inch close to my adsense, then I will be out after 24 hours.
