Hmm..The niche is quite competitive, and all I can reveal is that the sites that rank at the top are VERY old, renowned, and government sites...
How much time do you think it will take, if I am moderate on the SEO front (not too aggressive) but very good in content..?

It sounds like a very difficult task. If the domain is new, it could take a very long time (more than a year). If the content is good, then getting links from authority sites (ones that are already ranking well for the keyword) should be an easier task.

If the keyword is highly competitive (like mortgages) and your site is new, you would be better off targeting less competitive keywords. It can be a big mistake to target the most popular keyword when you are competing against .gov sites and sites that have 10 year old domains.

That "difficulty checker" tool is complete BS, I would take no notice of that if I were you.

    No way dear !
SEO is a long term process. You can optimize within one week or more but I don't think u can see the result within one week.

Luckily the keyword is not competitive, and the sites at the top are irrelevant to the keyword. :D

I think its just based on the domain age of the sites ranking on the first page, and the age and quality of the backlinks.

Well, if you are doing all ethical seo tactics, then you definetely get top position in one month, that is not a big deal.
