By buying $0.05 AdWords, you can gain $500/$0.05 = 10,000 visitors. A bit of benchmark when guys below me will start boasting of their SEO prowess Also, for the $500 you cain buy 5 reviews from the high-profile anime blogs (stellify, renegade, basugasubakuhatsu, tedfox and hoshichan). I can't estimate traffic they'll drive outright, but it will be around the same figures, and giving strong backlinks at the same time.
The best way to spend your money would be Adwords for sure. Any other thing which asks you money for traffic is probably not worth it. I would advise that you educate yourself on adwords reading eBooks like "The Definitive Guide to Google Adwords" by Perry Marshall... It would help you make the whole experience easier and recoup your investment. Again, just forget any other paid traffic generation technique.
i wouldnt say any other ways that ask for money are not worth it... adbrite, kontera, text link ads are all good examples of other methods which you do hav to pay for.

Go for adwords and try to get low bids on keywords. If you can get $.05 or $.10 per click, then you should be able to get a good amout of visitors.

you can do so much more with the money one thing id do, find big anime forums and either pay the forum for adverts or pay big users for your link in their signatures. Someone above mentioned reviews from big sites, thats also a good idea. just sit down and brain storm. You want to build creditability and get your site out.
I think you need to split your money to adwords and to promote in big anime sites. Don't spend all your money at once though, split it into a budget of three months so you can do throughout testing.
