who is this adwords adverstiser advertising for dp thread on dp

have a look at this ad why is he doing so i am not giving the thread id because that would give him unnecassary promotion but would like to know why he is doing so wasting money to adverstise on dp for a dp thread

he has bought a lot of signature links also, you can see that survey stuff in lot's of members signature links!
now you have helped him more by doing a link bait, but then he has worked hard for the promotion and i think he deserves some natural link bait

 

oh but than why he is promoting a website owned by some one else is it legal
in that way you can use adwords to crash your competitors server

 

Well he is running a Survey on his site and promote his site with spending money in Signature buy and Adwords.
