Yes, you can do it once.

Go to the support, there's a section for requesting downgrade.

After you've downgraded it and then if you decide to upgrade it to a biz account you will not be able to downgrade again.

You can do it but ONLY once through the lifetime of your account.

You can have 2 PayPal accounts as well.

I second this as last time I checked the PayPal terms, you were allowed a Private Account and a Business Account. I'm curious though, why would you want to downgrade?

Well, the last time I checked, Paypal is not a charity. If you are making money with what you are doing then you should not have any problems paying the low fees levied by Paypal. Think of it as the benefits which their service brings to you. They have fees to pay for each transaction anyways.

I am sure if you do business, you will charge your customer above cost price and a little extra as profits, right ? That's what paypal is doing anyways. So unless you offer everything for free, you cannot complain.

Moneybookers is not entirely free. It still charges for loading the account directly or indirectly and charges the customers when they pay through it and charges the merchants when they make a withdrawal. I am sure somewhere along the way, they will levy some foreign exchange fees to the exchange rates they use when you withdraw or deposit funds.

I agree with you eddy. PayPal, after all, is NOT in market to provide free service.

They are profitable business and they ask for fees. Simply, if you cannot pay them their fees(small percentage) what if you use service like stormpay, who dont give you your money?

So, I really appreciate paypal, they are good here.

You can always have a Business and a Personal account. I keep my personal paypal account for my personal expenditures.
