Yes it is against adsense terms. Adsense usually do a good job of detecting more than 3 ad blocks and they usually only show 3 no matter how many you put on the page. I don't know how he got around that.
Those are the ad units and pub-ID of a regular publisher. Obviously bending the rules to get a few more clicks.
