The only problem is that when they realise that they are not getting any traffic from that permanent link they will remove your link just as easy as they put it up.

PS: I have a much better idea kinda related to this as well but its more permanent and automated. I have tested it for 24 hours and got over 50.000 uniques. Watch out for my ebook coming out soon

This isn't clever - this has been done for ages and while it will get you a few links it is unethical.

Most website owners will be able to look at your alexa ranking and realize its fake. An experienced webmaster is familiar with faked referrals in their stats to grab their attention so will be suspicious when they dont see there link, and will also be suspicious when their link on your site doesn't send much traffic in the long run.

There are easier ways to get legitimate links.
