I agree with you argument. Frankly going slow does not seems to be very very logical, those I agree to this point as well. If we take example of MattCutt blog....I think it was sudden rock and get PR7. And it deserve. There are number of such sites.

I think...we should do our best and ethical efforts to promote the site and not try to calculate along google's math.

In order to know it, there is one requirement:

All of your backlinks to be passed their PR points to your site

In reality, G doesn't let all PR points pass. It's based on how G penalizes websites.

They tend to penalize on link farm, obviously, so that all backlinks from link farm sites won't be counted, no matter how high PR they got.

They also tend to penalize irrelevant backlinks, so even if your backlinks are on good sites, but completely irrelevant to your site, those backlinks may not be counted either.

Assuming your pr 6 and pr 7 and pr 8 links are all relevant to your site, and G is letting PR points pass, your site should have;

8 PR6 links with 20 or less outbound links on the page - Your site (PR6)

2 PR7 links with 20 or less outbound links on the page - Your site (PR6)

8 PR7 links with 20 or less outbound links on the page - Your site (PR7)

2 PR8 links with 20 or less outbound links on the page - Your site (PR7)

Relevency is a factor only for SERPS NOT for PR calculation. For PR calculation internal links and external links are treated as same
