Canep Media offers an option for publishers to display banners ads on their site, and the payment structure is CPM based.
Had a look at your site. I've a high traffic site that (for some reason) won't get accepted by Casale, Tribal or VC. I'm reluctant to use any YM type programs as they usually pay low. Can you PM details on what kind of ads (companies rather than ad format I mean) you guys serve, and also when you plan to pay via PayPal?
I second Canepmedia! They have wonderful support, and have great options! I had a few orders with them and everything went wonderful!

Our CPM rates are dynamic and depend on the quality and performance of your traffic. We don't have a set CPM rate that we pay our publishers. This is by no means a joke. If your site contains a forum or something of a similar nature that allows users to submit content and you do not moderate the content that is submitted then we will not approve the site. We cannot risk having inappropriate content appear beside our advertisers ads. We have a responsibility to them to maintain a quality publisher network. Canep Media does not allow websites with adult content into our network at this time. Canep Media does not pay publishers on a PPC basis. Same here. It is interesting to read that payouts are dynamic, while they specifically list the CPM rate for advertisers and the CPM payout for publishers. I don't see what is dynamic about that since there don't seem to be any variables. At any rate, I hope to be approved so I can give it a try.
i got approved, and i set up a 486x60 ad block@$.20 minimum cpm, but i've had only had 4 ads show up in 3 days, out of hundreds of page views. it looks like they don't have any advertisers.
Really? Screw that then if that's the case (although I've still not heard back). Even CPX pay better than that! lol. The CPM hunt continues...
