You will never get a PR8 out of directory submissions or PR4 link exchanges. The easiest way to get a PR8 would be to get about a dozen PR8 links (assuming about 10 outgoing links per page) or a few PR9. You would most likely have to buy links that would run (minimum) hundreds of dollars per month. Unless you are trying for PR to sell links, concentrate on relevant links from authority sites and forget about PR for SERPS. Let me put it this way, a PR5 is requires approximately 6X the PR as a PR4. A PR6 requires 6X that of a PR5 and so on. The work you did to get a PR4 would need to be duplicated over a thousand times to get a PR8.
Toolbar PR is not SEO. PR from unrelated sites will not help you with rankings. SEO for $50 isn't going to get you anything more than some basic optimization. There are sites in highly competitive sectors that spend six figures for SEO. The top SEO experts only take customers who have thousands of dollars to spend. I think Aaron Wall charges $500 an hour, with a monthly minimum.

PR does not equal rankings. Relevant links from authority sites (top ranking sites for you keyword) will help you if they are done right i.e. links in the text body is better than footer links. The best paid links are ones that few know about. Adwords has nothing to do with SEO - they won't directly help your rankings at all.
when you have completed those submission, i'm sure you will get better ranking and page rank but that page rank will not be pr 8. if you want to have pr 8 , you have to find links from pr 8+ web sites
