No, it's because of the Quality Score. If you're getting no clicks, then your clickthrough rate = 0%, which isn't very high. Hence, Google decides that people aren't interested in your site, and it gives it a poor QS. I agree that it makes decisions a bit too quickly sometimes - how many impressions are you talking about, and over what period of time?
John, This happened to me too. You start off with a low bid, and it works, then the price goes up. And if you look through this and other forums you can find loads of other people complaining about this. Click the contact us button and complain. They will send you an automated reply that doesnt answer the question, but if you keep complaining you eventually get to talk to a real person. If enough people complain maybe they will get the message. The 'quality score' information is rather hidden away, so you only find out about it after you've signed up.
I'd hardly say that the Quality Score information is hidden away - it's covered in the Google information and it's covered extensively in these forums, and many blogs... If you start a campaign without reading up in advance, you're bound to lose money... You're right that plenty of people complain that their minimum bids are high and they don't know why - but there are also plenty of people willing to explain how it works. I don't see how adjusting your bids based on your ad's relevance is a bad thing - it's in the interest of people searching, and it's in the interest of people who know how to use Adwords. Google's first interest is providing the best search results that it can - this is FAR more important to them than getting a few extra pounds from advertisers.

Why? It only gets one entire chapter of the Adwords Help system, and it's you have to scroll to get to it! You can't expect people to go to that sort of trouble when researching how to spend their money...
Easy ways to increase your quality score, and lower your bid would be to make a landing page (if promoting affiliate products) or optomize your website so more of the keywords that you are bidding on are on your website. Hope this helps.

I've got an ad. Google wants 5.00 to activate my key word. The key word is the exact same phrase as my ad headline. The landing page is splatered with the same key word along with massive content. there are 0 "0" ads running when I type the key word. How do you optimize that?
So what is best in terms of search results? 1/ An advert that explains exactly what a customer will get from a website acheiving low CTR 2/ A advert with plenty of spin providing a high CTR and High Bounce rate
I have to agree, it all comes down to who has the most advertising money per day, rather than who has the most relevant page....seen it a million times.
