in cae you haven't noticed, pp updated their country list - they've added some asian and african countries (as send only). But for some reason, my country is still send only (it's been like that for long enough - time to let me receive) Anyone knows what may be the reasons that are delaying countries from being allowed to receive money? (For example, Lithuania)
Perhaps it is the local banking system which is preventing it for now. Give them time to iron that out with your country banking system.
Ah, so perhaps it means that first I need to take care and get rid of biurocratism and replace the lazy old hags that run this country into people thart actually work...eh...Seems a lot easier to move to an another country... Actually, you may be right. My country is way biurocratic - compared to other countries, starting an official business here is a pain in the as....neck. Any other ideas?

it is nothing about bureaucracy, PayPal just doesn't care about smaller countries. Markets of countries such as Lithuania and Estonia are just so small that they would make close to no profit from here, so why waste their time on us. I live in Estonia, here you can create business over the Internet with less than 24 h, tax declarations are also filed online and online banks are far more widely used than bank offices (I only visit bank office to cash in my checks, everything else is done online). Our laws have also always been very liberal, but because Estonia is small PayPal just doesn't care about us (I actually thought that after taking over Skype eBay would expand all PayPal services to Estonia because Skype is developed here, but that didn't happen )

IMHO, the only reason, why PP accept new countries[with send only status] is competition. 2-5 years ago, 80-90% payments in Internet are via PP. all other payments systems (Stormpay, Egold, Webmoney-in SNG, Moneybookers) aren't popular now, i see, how moneybookers is growing. the same is with Egold google open Google checkout so ...
That goes for the country where people can vote online. Us....well, my goverment is spending insane ammounts to modernize everything - for example, 40k dollars to create an online system where people can register an appointment at a doctor. Should be done this year, but it will start off with 20 or so hospitals. Others will have to wait 1 - 3 years to be connected. Oh, and the goverment is paying that money to some "secret" company, that they refuse to disclose. Oh well, I have gotten three people to start using moneybookers already. Good to see that someone's happy.
Weren't Latvia and Lithuania suppose to start issuing ID-cards similar to Estonian ID-cards soon? I could be wrong, but I think I heard this somewhere few weeks ago. And it won't be difficult to organize real e-elections after you have ID-cards.
It depends on a lot of factors. Banks..laws..government rules...regulations...main controller of bank...etc.etc.
this is bull s**t or do you really thing laws are more liberal in Czech Republic, Hungary and Poland and the fact that populations of Czech Republic and Hungary are around 8x bigger than Estonia's and Poland is 30x bigger than Estonia? Or maybe people in those countries are more Internet savvy than Estonians . These countries were added to send only list at the same time with Estonia and Lithuania, but now they can accept payments.
Not true! Paypal and local banks just didn't come to agreement yet. Also some governments don't allow local banks to come to agreement with paypal
