The PR wont be affected, but the SERPS might. If you want to rank for a keyword in your country, best chose a local host that will provide you a local IP.
you page rank will not change if you change your host. page rank is related with the backlinks, not related with the host
PR are based on the Domain Name or URL and not the IP address or the web host. So as long as sites are still linking to you, you will still maintain your PR ranking. Of course, unless you only use IP addresses as your URL then yes, it will affect.
changing host should not make any difference in pr coz all backlinks will be still point to your domain name so it should not be a problem
If you change it within one day then it would do much difference but for me it took 4-5 Days so I lost most of my backlinks btw Working hard to get them back
Just make sure you are switching to a similar host (as in an Apache/*nix vs. Windows Host... this could be a killer, hehe)

Not at all, just transfer your sites content first while keeping the domain pointed at your old host, once you have uploaded everything and set it up then point your domain to the new host. Having a secondary domain to be used for setting up the new account helps, this way there will be little if any downtime.
Well, whenever you change hosts, do not terminate the old host right away but give it something like a week or two to allow for propagation and any problems. This way during the propagation, no matter where the DNS points, your site will always appears to be up.

The IP where the site is hosted is very important. If I'm searching from Portugal, websites that are hosted locally will benefit from being hosted in the same country where the query is being done.
No your not missing anything. Hosting and IP's have nothing to do with PR. This is a first to hear this. But hey there is always some kind of mysticism around Google PR. Since many are not quite sure what the rules are for PR and or explain it or understand.
