    see this site
http://www.testdaf.cn/ the PR is 8. the owner of site is trading his link..

it is a Chinese web site and setup on 6/2006. In China, almost all top Chinese website are PR7 around. few sites can be above PR7. for example Yahoo China is only PR7. The site's content is about German language Test. It only has one page and one external link in google, 20 external links in yahoo. Alexa rank is 5280000.

also I checked the feature PR. it seems be not a cheat. see the link...

Warning: Don't just rely on that tool or any other tool, use as many tool that you can get. Because some other time they're not actually working because of Google API problem. ;)

Very true, the best way to do this would be to go to google.com and search for the tool your looking for. i use
http://www.google-page-rank-checker.com which also has guides and a whole bunch of tools.

Thanks. I've been using some other pr checkers that I found but I'm always suspect of their accuracy.

PR Tools will only just give you hint sometimes. Consult your local SEO Expert if you're not sure about the validity of the PR of a website. :D
