I don't think it is. There is a guy who lives near me here in London with a do about that size.

 

Imagine him standing on 2 legs, looks fake to me.

 

If it is photoshopped then it's a brilliant effort because the entire composition looks so natural!

But on closer inspection it looks disproportionate....the dog's head is as big as his owners torso! And from what I know the biggest known dog breed is the "Irish Wolfhound".
