Article Publishing Software

I'm want to publish articles on one of my sites.

I would like to use software to automate the process. The software would provide an interface for users to compose and upload their articles to a database. Once reviewed and approved, the article would be posted on the site in the appropriate category.

Does anyone have any software recommendations?

Well the problem is when i install it .. it gives me win32 error.
