Site- or keyword-targeted campaign?

    Can somebody share common impressions what type of adwords campaign performs better (=better CTR) and maybe - better ROI?
    I've just set up two (of both typies) but I wonder which one to Resume.

    Bad results - site-oriented campaign --> CTR=0.31%.
    Spent $8.03, returned $0.43!?

    Can it be worse?

    If I want a bunch of impressions, I use site-targeted campaigns. Good option for branding and building name recognition. If I want good results, I stick with keyword-targeted PPC campaign. More cost effective.

    I agree site targeting is good for branding, popularity and getting recognition for your brand and products. Just use targeting and it will be beneficial also for users to purchase stuffs as they are seeing you all over

    Thank you for your posts and advices.
    It's a known true that at the beginning some expenses are needed to popularize a site (and maybe the site-oriented campaign is relevant), but how long is that "beginning"?:confused:
    Unfortunately, the budget is quite limited.
