All CGI Proxy with custom coded IP Disabler, that allows only IPs from the US, and Canada to use the proxy, everyone else just gets an custom error message. (this can be changed very easily). Each proxy spits out a detailed log file, which you can choose to delete or to maintain, for those legal reasons.

Custom coded navigation bar, that has javascript hide, view. Each new proxy added to the list, the height will be recalculated for appropriate viewing.
