Cant agree in all issue. But definitely i will also say that Cheap isn't good. But there are few proxy hosting you can find who is providing quality service with good speed and performance and definitely with good uptime records. So definitely a proxy server management is required there which is most of the time not possible in dedicated boxes. Cheap hosting maybe not as great as a dedi, but for someone that maybe just starting, it'd be a good starting point to find their feet. Who knows maybe it won't even take off, and there goes your monthly fee on a underused box.
