is it a brand new forum? if so, that is not bad! Maybe you should get a unique skin and some hired posters, to get things started?

2 weeks is not alot of time. Who said starting a forum was easy ? Although you may want to use this time to figure out ways to bring in new members and also retain the ones you have.... think unique
You probably should give up with an attitude like that my friend. Not to be mean, but, if you're not going to invest hours a day for years into something, you shouldn't even start. The internet is not a get rich quick scheme. Good luck.
That's pretty good for a new forum. Webmasters need to keep a positive attitude, as factchecker mentioned.
I'm the webmaster of several failed experiments with forums - but I haven't given up on them. Just take it in stride and continue on with new and better ideas. My first site was my first success many years back - I never made money on it (lost money actually) but it amassed 20,000 members over time because it was a relevant niche.
Jackuul is right. Others too.. You don't need to spend hours on it; but you've gotta do something. Maybe you need to be opportunistic or at the very least, you need to be patient.
From my experience 50 active members should be enough make a forum busy enough to attract new members
