No. A limited account is restricted so you cannot receive or send money.

What does it say in your account? Just that you have limits? Because mine use to.. so I could only send X amount of money, but recieving didn't have a limit..

A non verified which I think is limited can only recieve money, but can't send or withdraw. I have a non verified, and the only thing I can do is receive, until I verify my account.

You can most definately receive money. Paypal is funny that way. But you can just refund it back to whoever sent it to you.

Ah, well I never had my account limited before. I guess there are many reasons for them to limit your account, one could be that you have a negative balance or that they are in the midst of clarify or verifying your account. If it is because of a negative balance, the incoming funds would be used to bring the balance back to zero. If it is in the midst of clarification, they may not want to penalize you since if you provide proper evidences and documentations, you will get your account limited/restricted access lifted.
