They did. It would have been hard to stop him without outright committing him and keeping him locked away--which is hard to do without his either being floridly psychotic or admitting to having homicial or suicidal ideation.
I think I am in the minority here, but I think they are over-reacting big time. It says he has "pending criminal charges" because of an essay he wrote? That is completely ridiculous. If they were uncomfortable with what he wrote, perhaps require him to see a psychologist to verify he is doing ok. But criminal charges? People have crazy dreams all the time. Are you guys going to say you have never dreamt about doing violent acts? Gee I won't say what I have dreamt of, because I am afraid the dream police will come get me. What you dream and what you do in reality is totally different. I believe you should not be condemned by your thoughts, but by your actions. C'mon don't even tell me you are perfectly all law abiding in your dreams as well.

He thought it would be funny to have sex with dead people in real life. The dream was having sex with people he just murdered. The reality was thinking it would be funny to really do it. By his own statements, it's not unreasonable to think one day you could find him in a graveyard laughing. No, he shouldn't have been arrested but he needs psychiatric help. Writers who write about disturbing things make a distinction between themselves and their twisted characters. He didn't. That's the problem.
My guess is that he thought it was funny because he was trying to create an oulandish story for his "creative" writing class. I doubt if he was walking down the street and saw someone having sex with a dead person that he would laugh. I think the cartoon "tom and jerry" is funny...they hit eachother with sledgehammers and are totally mean to eachother. But if tom and jerry were real life it would be horrible and scary. So I guess it just depends what perspective you are coming from. But I agree, it wouldn't hurt for him to get a little check up by a doctor
I think most of the demented cartoons I have ever seen are funny - even the gory ones like Aqua Teen Hunger Force. (Go see the movie)
I find them hilarious too. But I don't think it would be funny if I emulated them with real anvils and sledgehammers.
