does paypal accept payments to an unverified account?
I've sent $15 to a friend of mine and he say the system doesn't allow him to accept it

Yes you can send payments to unverified and your friend has to accept that payment..

If you are paying via credit card, then your friend can accept only 5 credit card payments for unverified personal account per year.

As i told you, paypal tells members to verify with CC if he wants to accept more than 5 CC payments in a year.

Most importantly, one must get his/ her paypal account verified. If he/ she does it, then there wont be any limitations with regard to receiving payments via paypal.

Then the transaction would be in different currencies.

I mean his account in $$ and yours in pounds..
