what does on hold mean

    I am aware of the processes the domain name goes through before it is released and available but what does on hold mean for a domain and how can someone keep it on hold for years.

    I came across a domain name that I thought was cute, and it shows this

    Record expires on 25-Jun-2003.
    Record created on 26-Jun-1998.
    Database last updated on 22-Apr-2007 20:22:46 EDT.

    Domain servers in listed order:

    doesnt that mean it should be available?
