Does anyone know where I could find a semi-automatic web directory submitter software? It has to be free.

If you use Firefox, you may be interested in this extension. Be sure to watch the demo.

Even semi-automatic is not a preferred one. The software takes too much time for submissions. In the mean time you can go for manual submissions.

I don't know why you are looking for semi-automated softwares -as most directory owners dislike submission by programs.

But you may try this --(though I never tried)

There's nothing wrong with semi-automated submissions, it's the fully automated ones that are a pain. So long as the submitter is there in person to read the guidelines before they press "submit", there's no need for them to have to type in all the fields, or even cut-and-paste them, manually. Indeed, it can make for fewer typos if they don't.

Is to expensive for what is doing. There are tools almost doing 2 times more, check this submission video.

I have viewed the video. What does it do the extension does not? I still need to get an updated demo done for it, but as far as I could see, the extension does much more than the program linked...

There are quite a lot of things which the extension is not doing:

    - automatic completition also for category
    - live Google PR for navigated page
    - selection based on categories ( for example you can select all directories from category SPORT with Google PR = 5 )
    - live updates of directories list directly from the application
    - reporting in PDF and HTM, very usefull for the job reports
    - import of custom directories from txt files
    - rotating anchor text and descriptions, for not being penalized as duplicate content
    - 3500 directories already loaded in the database
    - and 4 times cheaper :D ( 37$ for Digital point members )

I didn't notice the category auto-complete in the demo. That's cool. Not sure what the live PR is about. Since the extension works in FF, the Google toolbar, SearchStatus, etc. is available. Therefore, there was no need for it. The extension also has selection based on categories, full import and export of directories, entering custom directories as you go, title rotate, complete deep link support and deep link title rotating, etc. It has quite a few other benefits too. I'm not saying anything against yours. I'm sure it is very good. Just defending your claims against mine.
