Moneybookers and Paypal

Why do people offer to exchange moneybookers and paypal cash, but end up paying more money to get a lesser amount in moneybookers? Is it hard to upload money into moneybookers, or is it restricted by certain limits?

I'm confused. I saw a few threads where people will exchange paypal for moneybookers, and end up making a fair profit. Thoughts?

I have grasped the concept that paypal is not available worldwide. What I am wanting know is why there is a market for such exchanges.

Do people who do not have paypal in their country have illegal paypal accounts? How else would the exchange work?

Some have illegal paypal accounts. But some they cannot withdraw their money if they don't have US bank account or if you read the illustration I have provided you can understand why they want to exchange their money to other currencies. They usually exchange it to Moneybookers and Egold because its the only way they can receive their money on their country. :)
