Well, you know what, after reading your post, I am thinking against setting up such a service. Well, I had seen many such services available on DP & other forums, so I thought it was legal.
Also, Digg has banned purchase & sale of Diggs, but I hadnt heard such news form SU.

How I get so many stumbles is my secret. Yes , it is not one account & no , it is not me having many accounts.

The problem is that visitors from stumbleupon is not worth any money. They dont buy, they dont convert, they dont click ads. I will never pay for stumbleupon visitors.

Probably a smart decision. When jumping into a new business there's a simple formula: customer need + not overly saturated market = decent chances of success. This kind of this isn't necessarily "needed" because a) SU is already free, and it's not hard to get good traffic as it is from there, and b) the service risks getting the buyer in trouble or banned from the index if it's found to be rising in ranks just because of promotional efforts. That limits demand in and of itself. It's also a saturated market, not only by people doing what you were thinking about doing, but through the constantly growing number of free stumble exchanges that can have the same or a similar effect. With it being looked at potentially as spam by SU, you risk being suddenly put out of business if it succeeds and draws attention to itself. Just look for something with more stability (where the service it's related to wouldn't have a direct interest in shutting you down). :)
