As for the cost, it depends on the size of the project, so the best thing to do is to scout some companies that you are comfortable negotiating with. Local company is an advantage due to more speedy communication but outsourcing your project may lessen the cost, if you pick the right one.

If you are familiar with basic SEO, you must have now some criteria for your project.
