Neutral Reputation Point?

I was just wandering how you get a neutral reputation point because I received one? Because when I have ever given reputation before you are given the choice of positive or negative reputation.

When someone gives rep in General forum section, you get 0 rep point

 

And if they have zero rep power,then it's neutral as well.

 

a member with less reps or, less than 25 posts, or a member less than 2 weeks on dp, if gives reps, then the reciver will get yellow reps, and probably you will get 0 rep points!

 

ya i got rep from a newbie with like 14 posts, came up with grey and said N/A

 

If you get a neutral post because they are new when they are no longer new ie. reached over 25 posts will it become a Positive Reputation point?

In the General Chat section, you need a very high reputation to affect other's rep points.
