Backlinks Does it Affect Specific Page or Whole Site?

    Ok I have a resource page on some of my websites. When i exchange links I usually place them on the resource page. How good or bad a practice is this ? Does this affect the specific page, or the overall page? Whats the best way to put links when you exchange with different pages.

    I put them to my homepage (domain) of course it affect all site

    But if you hant difrent iner pages ranked very well links to them will help

    I put my link exchange partners on the category in our links that is more related to them. But if they have good alexa traffic, more backlinks and good PR I put them on my linkpartners index that has good PR.
