You can't be the best. No one can. There's always someone better. The important thing is that you think that you're the best.
Take 1000 people, and you'll get 1000 different opinions on what is the best. Now to be good at it, is a different story. I would hardly consider myself a professional designer, but with patience and dedication, I've found I can produce a good looking site. A couple of things I'm trying to do is: 1) Pay attention to detail!It's not hard to make a functional, decent looking web site but it's the little things that make (or break) a web page. Correct positioning of elements and images, just the right font or color..... Fixing Typos!! I find the less lazy I am about a site, the better it comes out. 2) Think out of the Box. Just because YOU think it looks good, doesn't mean everyone else thinks it looks good. Be ready to receive criticism after you make a site. Of course there are many other tips. with web designing and site building, there are no best of the best or anything. Many of it is personal opinion. It also as to be something you enjoy doing, not something you have to do just to get money or anything. If you enjoy doing this, than money is just a bonus. The best YOU can do is learn everything you can from sites or others and apply to your own projects.

Since web design is more art than science, 'best' is pretty subjective. Some people love Google's home page, others hate it. But if that's your goal, you need to master the science part ( xhtml, css, javascript, and a little networking ), be able to do that stuff in your sleep, using Notepad. Just like a blues guitarist needs to be fluent in pentatonic scales, so that (s)he can use them as building blocks to create something artistic, you need to know web technology like the back of your hand, so that you can express complex visual ideas using them.
Like everyone else has said, being the best shouldn't be your concern. Being very good and having a unique and popular style is a better goal. You need to spend a lot of time learning and researching. If you're just starting out buying web design magazines can be a good idea as they sort through all the sites on the net for you. They often have varied tuts and interviews etc. .Net is very good but aimed a bit more at people who have a decent amount of understanding, i'm sure it's availble worldwide too.
