    That is a great registrar, using it too.

    However, they recently had Paypal payment option disabled due to some technical issues, that's what their live support told me. Too sad.

    Most big names domain name registrars who offer budget prices would most likely offer Paypal as a payment option.

    You might be wrong. Godaddy will not ask for your CC details if you choose to pay by Paypal.

    If your PayPal account is unverified they will make you enter your CC to get verified.

    Namecheap allows non-verified users to pay using PayPal.

    That might be true, because Google asks you to sign a preapproved payments agreement which I believe is unavailable to unverified accounts.
