    I should think all you need do is to make a pre-modded board and then install one with a subdomain when requested.

    Buy a domain name, buy a server for cheap, pre-mod the boards and have your adsense on it - then with each account you take the pre-modded board you made and install it to their account.

    Simple.

    I currently have a paid phpBB hosting in Romania, located at http://phpbb4all.info and http://thephpbb.net , and I can probably build up one website like that for you and give you one of the two domains as well if you like. How much are you willing to pay for it?

    You basically want a website that offers users the ability of free registering forums. Something like http://www.phpbbweb.com/ . And the forum that will be available after the registration to be pre-modded. That can be done easily. I'm a contributor in the Romanian phpBB community and have quite a vast experience with phpBB.
