tough i see many websites doing this without permission

If your web host just terminates your account and take down those contents, you should count yourself very lucky.

You could get sued by the copyright owners for copyright infringement and end up in court where you would be fined heavily or even jailed depending on the law of the land.

but here there are many people who are making money illegally

so i think i should start a forum as there users are responsible and not me

 

If you understand and accept the risk then go ahead. Just as long as you know what you are responsible for.

As a forum owner, you may still need to be proactive in taking down illegal contents from your site.
