Well you can not expect just submitting to Yahoo will boost your rankings significantly. It is one of the factors and takes time to kick in the real effect. It takes at least 3 months for any link to have any impact to your rankings.
I think there is no specific time that you will receive impact of your listings. But for sure there is a good effect and if you continue working on your site and link building there is no way you will see an increase in rankings. Hardwork pays off
I laughed at this: are they kidding? Not only $299 to submit (which I can kind of understand), but $299 every year to maintain it? And in the meantime, the sites that have gotten in for free are exempt from this? What a bunch of BS.

Do you spend a lot of money in PPC or Internet Marketing ? Close to a couple thousand dollars every year ? If yes, go ahead and spend the $299 for the Yahoo listing. If not, you should not, my 2c
I have heard that being indexed in yahoo dir will not effect your google ranking. if it's true, why need to spend 300$ just for 1 search engine? the better ways was spent those money to buy permenant links from high pr sites...
