I understand it is wrong to put ad next to image but is it ok to put AdSense ad next to image only AdSense ad?

It should be ok. I had mine OK'd by Adsense first, but they said it was OK.

There must not be any problem as both are adsense ads, is there any payout changes.

You can put ads next to images, as long as there is a clear border between the ad and the image. It's a good, legitimate way of improving your CTR.

    That's not OK.

OP was asking if he could put adsense image ad next to adsense text ad. That was OK'd, but should still be asked again just in case.

IMAGES next to ADS are not OK!

Could you take an extract from their TOS stating that it's no longer allowed?

This is news to me. I was never notified of this so I was unaware of the change. I have this implemented in a few websites of mine which have been that way since 2005.

Meh those ads look so ugly hanging out by themselves!

My clickthrough rate is only about 4% which is painful... Im going to remove the images now.. Im sure it will drop like a rock.

It's a big nono now - even other networks like Clicksor are now refusing this.

Yeah I posted the same question in another forum. For some people this means a lower CTR which sucks for us adsense publishers.

If you need to remove images to comply to the TOS, it is a good opportunity to play with your ad placement. I thought removing the images would lower the CTR, but it really forced me to look at the site, I removed the images, made 2 changes in the ad placements, and the CTR went up!

There are other ways at grabbing a persons attention of ads, like multiple color palettes.
