yes those are adsense ads. As you guess it right, they r premium publishers and they can remove ads by google. That depends on their relationship with google but i dont think its possible for all premium publishers.

Does anyone else like me think the new "Ads by google" makes it more obvious they are ads than it was previously the case, albeit it looks nicer.
Does anyone know if premium Adsense requires 20 million pageviews an really just one site (domain) or if 20 million pageviews on your account spread over several sites is good enough too?
not only they get the "max paying ads" but they now also can remove "ads by google", this is really not fair.
Why not fair ? This is not money out of your pocket, and you are not actually competing with them - they don't get visitors because they removed "ads by google", they removed "ads by google" because they get many visitors.

Yep its not fair, because for the same page,visitor,content, a small publisher will get a 0.1 click and a prenium publisher will get a $1 click because of better and high paying ads, + with a small publisher atleast the person who will click the ads will now that these are "ads by google" and these clicks will probably convert better to the advertisers. but with this prenium publisher its a 100% blending that will often trick the visitors to click on the ads by thinking thats its a part of the website. "This is not money out of your pocket" this was a little bit rude , "you are not actually competing with them" i am not its not my niche, but many small publishers here on dp are.. peace.
