    If most of your traffic is coming from US then you can make more from adsense.

    i think so.
    because i just got a click priced at $1.94...
    but clicks come from my own nation always stay at 0.03 to 0.01

    Romanian ads pay high since the Romanian publishers are not used to "the procedure" and the so-called scams. You usually get $1-$2/click.

    there is nothing in adwords interface that would let you set a different price for different locale

    the one thing i can think of is that US users might see different ads which in the end may pay more

    That is what smartpricing does, if a click comes from a country that will not convert into $$ for the advertiser it will pay less.
