I would agree. Adsense and YPN can't ban you for poor conversions. It's our jobs to show the ads and it's the advertisers jobs to convert the visitors to sales. If they can't write ads that can convert, then it is their faults and not the publishers. If YPN and Adsense want's to improve their ROI for their advertisers then they will have to ban the cheating publishers much more quickly and not take it out on the honest publishers.
Answer to this: They are still in BETA. I don't believe they have a time limit as for how long they should be in BETA. They might be in BETA for the next 5 years if they wanted to. They have shown improvement of the ads, whether it be a small improvement or maybe no improvement. Maybe instead of optimizing their ads, they instead fixed tracking issues, or maybe they ordered new servers to fix peoples ads so they are no more blank ads. Point is, they are doing SOMETHING. I just don't see what is so hard to see for everyone? Yahoo=BETA, simple. Yahoo should put a sign like "Don't use our ads on stable sites" just like programmers do for PHP Script when they have a script in BETA. This might help them.
Just imagine what it would be like if we didn't have YPN competing with Google. They aren't exactly saints themselves. If smartpricing wasn't robbing publishers blind YPN wouldn't have any publishers.
lol @ how you say that like it's acceptable. The market can completely change in 5 years or even 2. A 2 year BETA is called a failure.... There's no way to sugar coat that. Can they relaunch and fix all their problems? Sure. But launching a product to compete with Adsense that's in BETA 2 years later and hasn't come close to Adsense's market share is a failure. They still don't have basic functions that Adsense figured out 2 years ago. And with Adsense innovating and changing every year, here we are 2 years later and YPN isn't even gaining ground.

Adsense can innovate and change all they want, chances are they will remain #1 until the end of time. Just like there search engine, it dominates all others, but Yahoo's search engine is #2. Maybe Yahoo is fine being #2? They are still the largest website network in the world last I checked. Yahoo and most of us know, they are really no other options for contexual advertsing besides Adsense and YPN. If a website is banned by Adsense, where would they go? YPN, if a user can't get earnings with Adsense where do they go? YPN, it's always and will be like this. YPN can sit back and collect all the un happy customers from Adsense and they will all glady go to YPN. YPN has allot of time and they know this. YPN is no where near the scale of Adsense.. If one advertiser isn't liking their conversion, they have the choice to complain about it and YPN Will research through it and see who is using that category then do a massive ban on people (depending on the # of complaints).. I know someone who was making $400,000 per month who got his account terminated after the second month...
Yahoo have tried to do targeting and have failed so far. MSN have also failed in their efforts whereas google have achieved much better targeting. In my eyes there are 2 groups of people who normally know who their intended audience is... webmasters and advertisers. Perhaps yahoo could innovate and match webmaster and advertiser intentions to truly deliver targeted advertising instead of leaving it to their algorithms. In this case, Shoemoney has a website about ringtones while ads are unrelated. Instead of removing his site from YPN, could they not have simply enabled Shoemoney to express his site theme/target audience? and then only consider ads with a matching theme? It would at least serve more targeted ads instead of junk as far as the intended audience is concerned and would surely lead to higher CTR and conversions - benefitting everyone (Advertisers, Publisher and Yahoo). * Obviously if a site is general and no specific theme then it is left to the magic of the algorithm to determine the best ads to display

The link you posted about yahoo's financial standing should give you a better picture of where they stand If you think Yahoo is in serious trouble, then that is your belief. I believe Yahoo is doing just fine. No one said the mountain is smooth.

Yahoo! survives because they were one of the first providing chat, email and such. It´s hard for a company like that to go down. A newer company would have never survived using their business strategy.
