Hi, my site has a PR ranking of zero after many months... I wonder if google would penalise a site if the webmaster has a banned adsense a/c. ARe these two factors related to one another?
Yes and No. If you were clicking your own ads, then no. That would only have gotten you an AdSense ban. If it was some type of cloaking or spamming thing, then yes, it is possible to receive both a url ban and an AdSense ban.

I wish to know those with adsense banned, do they have PR shown on their sites? I thought PR and adsense should be two different thing..one is site popularity, the other is publisher network where one can choose not to join or to join..
Some sites may be banned where you don't see any results in Googe not even one page indexed. And those sites still run Adsense. As the others mentioned there is no relation between those two.
Just like Ysf1 have said if you did some deceptive activity then don't worry that your site will be banned in adsense and google serp. but for sure those two are different. About PR is concern I saw websites thats banned by Google SERP that still have PR.
I've found the best way to find out if / why a site is being penalized is to simply ask. You will usually get an answer and suggestions on how to correct whatever that problem may be. I've not seen a site's PR immediately penalized as a result. I have however seen sites de-indexed for whatever reason. Correcting the problem and submitting those corrections landed the site back in G's index. Don't be afraid to communicate.
Does not mean anything. You can try www.google.com/webmasters and add your website there to see your pages are indexed. If you never had any PR, I wouldn't worry about it. If you had a significant PR and it dropped to 0, chances are that you have been banned.
I never had any ranking ....I've been working on getting backlinks, must have about >200 now.. but PR never moved.
