I see your problem being no content. U need to start a bunch of posts, maybe hire some posters to start off with. Every forums needs content to keep members. People come but they will not stay and register if there is nothing there for them. Hope this helps you.

All depends on who you have do it. Someone with tons of experience can do a great job. Someone that just wants to make 5.00 will do a crappy job.

2 problems: no content and default design.
And you don't have to pay for posts to get them..
Try post exchanges, create a few accounts yourself and start posting,...

I will NOT comment on the script since I love phpBB. And it can look good and have features as you need them.

Your main problem is the theme. Any webmaster forum SHOULD have a unique theme. we're all professionals (or at least would like to think this). A forum for webmasters needs to look good and have a good branding job made on it. A default skin is a huge no no for us all. I would advise you to think about a layout (create a unique one in photoshop, slice and prepare the HTML code then add it in the template files. And change the CSS tags too). If you cannot do this yourself, hire someone. Some of us would do this for 200-300 USD and that would mean a unique theme, redesign of graphics, code changes so that it won't look as a phpBB anymore and so on.

like mentioned above its the theme that would put me off signing up plus there is no content on the site. when joining a forum i go there for info and help.

i think you need to get a new theme, some good quality content then you should see people signing up

Yes contests are a good way to get some members.
Throw in some price money and make post a topic in the contest forums here at DP. Should get you some new posting members :) Once you have a few regular posters your forum should continue to grow.
