If you want a dollar amount, I usually charge $35/hour and something like this would take me 3-4 days of full-time programming but the Indian and 13 year olds on those lance sites will probably end up quoting you $10 (total). Hard to compete with that.

I find it confusing. What can be simpler than a CMS for something that you need? Unless you plan to get help with developing a personal download script and then start selling it which makes sense Otherwise, Joomla + ReMOSitory extension will do the job for you and you can install that yourself (in less than 2 hours). Then get a developer to customize the look or anything else for you if needed. That's what I'd call a wise way to do things fast and within reasonable $$ matters.
