Here is all step you need do to verify a Non-US paypal account. I will update with US paypal account soon. Step 1: You must have an email to use with paypal. You can use a available email or register new email on Gmail or Yahoo. Very easy. Step 2: Register paypal account. - Go to www.paypal.com - Click to Signup link on hompage, near login box. - When you redirect to registration page. First step is choose your country of your paypal and account type. I recommended Personal account with someone need receive money only with low fee (limit of receiving is $500 per month), or Premier account with someone would like to send and receive money unlimit - but with higher fee. Click Continue after choose all thing on this page. - Now, you need fill your personal information in next page such as: First Name, Last Name, Address, City, State/Provice, Zipcode and Home phone. If you use your own credit card to verify, please fill correct as billing address of your card. Or you use virtual credit card, you can use any name, any address. - Scroll down this page, you fill email use with this paypal account, paypal account's password, 2 security questions and answers. - Finally, you must fill correct verification code on image to near box at the left. - Click Sign Up to done sign up processing. Step 3: Activation account. - Please login into email use with paypal. Open email with subject: Activate Your PayPal Account! Click to Activate link. - When Paypal webpage loaded, you need fill paypal account's password. Click to Continue. Done! Your email is confirmed. Step 4: Add credit card and verify - Click link Add Credit Card on top of the left panel. - On next page, please fill your credit card number, expiry date and CCV code. - If you need change billing address please choose option add another billing address below. - After all, please click Add Card. If your card added successful, you will get Get Expanded Number page. Click Get Number to verify. - Now you can call to bank, login internet bank account or wait monthly statement of this card to get expanded use code. If you use internet banking, maybe you must wait 3-4 business day to transaction with paypal appear on statement. - After get statement, please find this text similar below on description section: 1826PAYPAL--*EXPUSE. In your statement, 1826 is another number. And this number is expanded use number. - Back to paypal account, Click to Complete Expanded Enrollment link. Fill expanded number (4-digist number) to box and click to Done (or other similar that - I don't remember). - Now, your account is verified. Don't think the brand of the CC really plays a role. VISA should do. You have a credit card now, so you should be able to see what it is.. They will charge you USD 1.95 which will be refunded - credited back to your account when you verify.
Using credit card on Paypal is safe. We have been doing it and if there is any issue, Paypal and eBay's reputation would be at stake. They are huge companies which I believe would protect their customers details extensively. I use Amex, Visa and Mastercard with my Paypal account and never had any issues. In the end, it is an issue as to which card benefits you more. For me, I use the one with the most reward points
Why is your credit card blocked ? Is it issued from your country and that you are from a Paypal-approved country ? As for the fax, there is always virtual fax out there which you can use.
I used a debit card to fully verify my account and I didn't have any problems. I dont' have a card that I could use so that's what I did.
You will be hold money if you have a complain or report about some transactions. But Paypal never take money from your credit/debit card or your bank account without your permission. Regards.
