Well, if you do a Send Money and after you enter all the details such as person's email and amount, on the second page, it will show you the person's name and Paypal Status. From there, you should see if the person is verified or not. If you feel you can deal then click to proceed, otherwise turn away.
I don't know about that but you might want to take the legwork to manually verify one account at a time using the above method. After all, a few seconds spend on each account will ensure you do it right. Alternatively, write to Paypal and ask.

I dont think so . How about writing to paypal staff else follow eddy advise for checking status of other person .
I believe that in Paypal books, the 'unverified' status is one which is temporary and it is not supposed to be something long term. They will require all to be verified and because not all members have online credit card statements which updates in real time. This status allows the members to receive funds while waiting for their credit card statement to arrive and thereby verifying it. This status should probably only exist for probably not more than 45 days. Thus it does not distinguish between verified and unverified as far as payment is concerned. Besides, anyone with an unverified status is unable to withdraw or spend more than US$500 per lifetime and would be constantly reminded to verify or be limited.
