There are many countries that cannot use PayPal (or PayPal is limited to check withraw only, send only etc).

What is the most popular solutions for them?

    What about 2checkout?

Yes, 2Checkout is almost universal, your customer just need a credit card and you can get paid.

    Moneybookers.com does seems up-and-coming too.

2checkout.com, moneybookers.com, egold.com are almost universal but I'd say go for 2checkout.com because your customers would then only need a credit card to pay. As for Moneybookers you will have to create an account so do your customers will have to. And funding it can also take time. Choice is yours now

Go with 2checkout.com. You only have to pay $49 set-up fee (lifetime) plus $.45 + 5.5 % per sale.

I have heard that 2checkout is expensive and really bad service for both buyers and sellers so I would try Moneybookers instead

With Moneybookers, the buyer must be a member and I believe through my experience they need to verified before their limited status is lifted. That will take time and if someone doesn't need what you are offering that badly, you may lose them.

As a customer, I need to sign up then fund the account then use it. While doing all that, the buyer will have to pay for uploading fees and wait.

With 2Checkout, they just need to whip out their credit card and pay and it is a done deal. I hate the idea of signing up if I may never use it ever again. The customer does not need to incur any extra.

When you are selling something, you should make it convenient for the customers as they are the ones which is the main reason why you are in business. If their order experience is not smooth or troublesome, they may just go off to someone else which is easier to deal with.

    Just a thought.

    2checkout might be good solution, you may wish to check few more processors for getting idea about their fees like;

    moneybookers
    chronopay
    secpay
    multicards
    protx
    barclay

    I am with 2checkout 2 years already.

    It isn't expensive: $49 set-up fee (lifetime) plus $.45 + 5.5 % per sale

Service... I would give them 7 points from 10.

Quite right but it is not very important to verify your Money Bookers account, because you can still send a receive money but their are limits in place and you can't send more then a specific amount without verification.

2checkout is good but I've heard that they are a bit strict, and sometimes return money to customer even if the claim is not right. :S

Xoom is not an online payment processor. It is some kind of money transfer service if I am not wrong.
