Well, you need to be a Canadian Citizen or be in Canada to register. Here is the low down of who can register

    http://www.cira.ca/official-doc/47.RPPG_00006EN.txt

It appears that the only person who can be a non-resident and can sign up for a .ca domain name is the Queen of England :)

No, by the terms of the contract you cannot. The only way you can do that is that you are a person with a spilt personality and your 'friend' is your other personality ;)

What you are proposing is really going against the term of agreement when you sign up and impersonating someone who you are not can be a crime in some places. You are supposed to keep accurate information and if you cannot prove that you qualify to sign up for a .CA domain name at the time of signing, you could lose the domain name and more.

There are so many other TLD domain names which you can use so there is no real need to use the .ca anyways.

No, it cannot because whoever owns the .ca must qualify to own it. So you can only transfer it to someone who qualifies.

You might get it but would always face the possibility that CIRA.ca would find out and take it back - and you would lose all your efforts and traffic to your website. Is it worth it?

If you're Indian but living in Canada, yes. If you're living in India, no.

Well, the option would be to move to Canada and register the domain and for as long as the domain name exists, you have to maintain an address there which you be contactable.
