Submit both your blog and your site in web directories or put your site's link in your signatures. Those are the basics in link building.

Well, signature links on forums do not count that much. I would recommend you to get links from articles, blogs, directories as much as you can and you could see the effect within short time.

PageRank is one of the methods Google uses to determine a page’s relevance or importance. It is only one part of the story when it comes to the Google listing, but the other aspects are discussed elsewhere (and are ever changing) and PageRank is interesting enough to deserve a paper of its own. In short PageRank is a “vote”, by all the other pages on the Web, about how important a page is.

To put simply. The best and most efficient way to achieve a high PR is get quality oneway backlinks from very relevant websites - the higher the PR the better. The less out bout links on that page the better.

Or put even more simply the ONLY way to get PageRank is to get links to your page. Relevancy is irrelevant. The amount of links going out don't factor into it either.

We are talking about pure PageRank here, not ranking pages. That's a different subject all together.

I depends. If 'no-follow' parameter is present, then answer is: no.

Along with NOFOLLOW, NOINDEX in the META robots and the robots.txt which could also block the page from being indexed.

All links are not created equal.

Totally agreed. Actually a few forums are also using "NOFOLLOW" in links, e.g. ozzu
Maybe buying links from directories will be the only way to get backlinks .

That's not true. It's a large part of the equation actually. A link from a page with only 10-20 links on it is worth much more than one with 90.

Theres no accurate number of backlinks reqd to gain certain PR . Try to get some good backlinks and google will award you with the PR . You can try submitting to web directories .
btw unless you are in link selling business , PR doesnt matter much .

Forums posting, directory submission and link exchange can give you backlinks. Try also submitting article to article directory and press release to press release directory.

Very true for the person getting the link, but for a page with X PageRank it will still have X PageRank if it has 0,1 or 100 links going externally on it. Now if you are getting the link you'd rather have that 1 then be 1 of the 100.

So it's a part of the equation for the value that the link passes to a page, but there isn't a draining effect on the page. In other words, adobe.com could put 300 links on their home page and they will still be a 10, it won't go down, unless of course they loose a lot of incoming links because of such a foolish plan.
